OSMANLI SİYASET DÜŞÜNCESİNDE “POLITIQUE/POLİTİKA” KAVRAMININ KULLANIMI ÜZERİNE BiRKAÇ NOT

Abstract

Türk modernleşme tarihinin önemli etkileşim alanlarından biri Türkiye’de bilimselterminolojinin anlam ve muhteva bakımından dönüşümüdür. On sekizinci yüzyılınortalarından itibaren Batı dillerinden Türkçeye yapılan tercüme faaliyetleri Türkdüşüncesini siyasi anlayış, politik tercihler ve gelecek tahayyülü bakımındanetkilemiştir. Sözü edilen modernleşme süreci, Türk dilinin bilimsel terminolojive muhtevasını da büyük ölçüde belirlemiş gözükmektedir. Bu makale çalışmasıile Türkçe’de bazı siyasi ve felsefi kavramların anlam ve muhteva bakımındandönüşümüne örnek olarak “Politique” kavramının Türkçeye tercümesini ince-leyeceğiz. Bu inceleme ile on dokuzuncu yüzyıl itibariyle Türkçe kelimelerinmodernleşme çabaları ve tercüme faaliyetleri neticesinde, süregelen etkilerinsonucunda, nasıl kullanım özelliklerini yitirdiğini veya kelimelerin nasıl yenianlam ve muhtevalara büründüğünü tesbite çalışacağız.

One of the significant influence areas of the Turkish history of modernization is the transformation of the scientific terminology in Turkey in terms of meaning and content. Since the mid-18th century, the translations from Western languages to Turkish have influenced the Turkish thought in terms of the political understanding, choice and future imagination. The modernization process has also determined the scientific terminology and content of the Turkish language. In this article, I will investigate the translation of the term ‘Politique/policy’ to Turkish as an example for the transformation of various political and philosophical concepts in Turkish in terms of meaning and content. I will attempt to illuminate the ways in which various Turkish words have lost their characteristics and gained new meanings and content as a result of the ongoing modernization process and translation practices since the 19th century.
