II. Meşrutiyet Dönemi: Volkan Gazetesi'nde Meşrutiyet Düşüncesi (1908-1909)

Abstract

Bu tez Volkan Gazetesinin tanıklık ettiği II. Meşrutiyet döneminin ilk dört aylık döneminde meşrutiyeti nasıl algıladığını konu edinmiştir. II. Meşrutiyet öncesi basına uygulanan sansür nedeniyle sesini duyuramayan muhalefet ilan edilen hürriyetle birlikte gazete sütunlarında düşüncelerini dile getirmiştir. Volkan Gazetesi'nin yayın hayatı II. Meşrutiyetin ilk yılına denk gelmesi dönemin karışıklıklarına, tartışmalarına tanıklık etmesi ve yansıtması yönü ile önem taşımaktadır.Meşrutiyet rejimini ikinci kez tecrübe eden Osmanlı Hükümeti ile İttihat- Terakki Cemiyetinin hürriyetin ilanının ardından değişen politikaları Vahdeti ve gazetede yazıları bulunan dönemin İslamcı âlimler tarafından nasıl yorumladığı sorularına cevap aranmıştır. Meşruti düzene karşı çıktığı ve 31 Mart Vak'asında kışkırtıcı rol oynadığı gerekçesiyle Derviş Vahdeti'nin suçlu bulunup idam edilmesi ve Volkan Gazetesi'nin de yayın hayatının son bulması konuda savunulan görüşleri dikkate değer kılmaktadır. Çalışmanın odağını gazetede geçen her olaya yer vermekten ziyade Volkan Gazetesi'ni döneme damgasını vuran meselelere nasıl yaklaşmıştır sorusu oluşturmaktadır. Tezde temel kaynak olarak 11 Aralık 1908- 20 Nisan olan 1909 tarihleri arasında yayımlanan gazetenin kapanana kadar olan tüm sayıları incelenmiştir. İbrahim Temo, Ahmet İhsan Tokgöz, Hüseyin Cahit Yalçın, Kazım Nami Duru, Hilmi Kamil Bayur, II. Abdülhamid, Kazım Karabekir gibi döneme tanıklık etmiş kişilerin hatıralarından istifade edilmiştir. İkincil kaynak olarak II. Meşrutiyet Dönemi, Volkan Gazetesi ve Derviş Vahdeti'yi araştırma konusu yapmış eserler kullanılmıştır.

The subject of this thesis is the perception of Volkan Newspaper about constitutionalism in the period of the first four months of Second Constitutional Monarchy. The opposition, who could not make its voice heard before the Constitutional Monarchy due to censorship applied to the press, expressed its thoughts in the newspaper columns together with the declared freedom. Volkan Newspaper's publication life coincides with the first year of the Second Constitutional Monarchy, so its important in terms of witnessing and reflecting the confusion and debates of the period. The question tried to be answered in this thesis is the pattern of interpretations of Vahdeti and other Islamic Scholars who have writing in the newspaper after the proclamation of liberty, about the changing policies of the Ottoman Government and the Committee of Union and Progress. The fact that Derviş Vahdeti was found guilty and executed on the grounds that he opposed the constitutional order and played a provocative role in the March 31st Case, and the end of the publication life of the Volkan Newspaper, make these interpretations important to examine. The focus of the study is on the question of how the Volkan newspaper approached the issues that left its mark on the period, rather than including every event in the newspaper. In the thesis, all the issues of the newspaper published between December 17, 1908 and April 20, 1909 were examinedas a primary source. The memories of the people who witnessed the period such as İbrahim Temo, Ahmet İhsan Tokgöz, Hüseyin Cahit Yalçın, Kazım Nami Duru, Hilmi Kamil Bayur, II. Abdülhamid, Kazım Karabekir were also used as a primary source. As a secondary source the works that investigates the II. Constitutional Monarchy Period, Volkan Newspaper and Derviş Vahdeti were used.
